Deffinitely wet...last semester, one of my suitemates would always get out of the shower and stick her wet butt on the toilet. Then I would always end up going in there right after she was done and I would always sit down on the wet toilet seat. It was so disgusting.
At least with a warm toilet seat you can hope that it's a heated seat.

clearly a brown toilet seat would be by far the worst
one that isn't naturally brown of course, not the old school wood toilet seats, although a splinter in your butt would be kinda painful
